Contractor to find money for sewer plant

YUCCA VALLEY — The Hi-Desert Water District Board of Directors on Wednesday learned some of the details involved in borrowing the money the district will need to build a wastewater reclamation facility.
Glenn Reiter, a financial consultant specializing in public agencies, provided a fast-paced walk-through — really more of a trot — through the complexities of the public bonding process.
In addition to his financial acumen, Reiter was manager and chief engineer of the Otay Water District when it converted from septic tanks to a sewer system.
He has developed financing programs for Morongo Valley Community Services District and the Joshua Basin and Twentynine Palms water districts.
In the end, directors unanimously approved a $43,750 consulting agreement with Reiter’s firm to advise the district on meeting its short-term borrowing needs for the wastewater project.
DVDs of meetings will be kept
A lengthy and at times spirited discussion revolved around the adoption of a policy for keeping or destroying records. At issue was how long the video recordings of board meetings should be retained.
The proposed policy was to dispose of the videos, which are recorded in DVD format, after 30 days. That idea was met with opposition from both members of the public and board members.
The records policy was ultimately approved with the proviso that the DVDs be kept permanently.
Additional board policies were approved with minor tweaks like changing the wording in one passage from “may” to “must.” Policies governing the role of the board of directors, conflict of interest, whistle blower protection and violation of director policies were all approved.

" Sylvia was a very loved friend of mine. I was so blessed to know her in the little amount of time she had. I spent a lot of days at her home with her, and she spent many nights sleeping over at my house. I love looking through my pictures of her. She will forever be missed... "
